Frequently asked questions about foreign trade in Paraguay
How is the import tariff calculated in Paraguay?
Paraguay applies Mercosur's Common External Tariff (AEC), with 14 levels ranging from 0% to 35% depending on the product's tariff classification (NCM). Paraguay also keeps a list of exceptions with lower tariffs, the result of its gradual convergence process toward the AEC.
What is the maquila regime?
A regime for manufacturing in Paraguay for export, taxed at 1% of value added instead of standard taxes. It is open to companies with 100% foreign capital.
How do you get a Mercosur certificate of origin?
Exporting at a 0% tariff within Mercosur requires meeting a minimum regional content threshold, which varies by tariff classification (typically around 40-60% regional value added). We help you assess whether your product qualifies.
Do I need a company in Paraguay to import or export?
Yes, the operation must be registered under a legal entity or individual registered with the DNIT. If you don't have a company yet, we set it up as part of the same process.
